Bittersweet Bateys

Working for the Spanish nonprofit Justalegria, Jackson Chancy (far left in orange pants) applies for Haitian passports at the Haitian Embassy in Santo Domingo, Jan. 7, 2014. The program helps document Haitian mothers from the bateys so that their Dominican-born children may also be documented, but the process is often thwarted by beauracracy. Jackson would have to make the two hour trip by public bus later in the week when the passports he was told were completed were not, in fact, ready for pick-up that day.
